高壓開關柜標準技術規(guī)范使用說明
1. 本技術規(guī)范分為通用部分、專用部分。
2. 項目單位根據(jù)需求選擇所需設備的技術規(guī)范,本技術規(guī)范通用部分條款及專用部分固化的參數(shù)原
則上不能更改。
3. 項目單位應按實際要求填寫“項目需求部分”。如確實需要改動以下部分,項目單位應填寫專用
部分項目單位技術偏差表(見表 7)并加蓋該網(wǎng)、省公司物資部(招投標管理中心)公章,與輔助說明
文件隨招標計劃一起提交至招標文件審查會:
1) 改動通用部分條款及專用部分固化的參數(shù);
2) 項目單位要求值超出標準技術參數(shù)值;
3) 需要修正污穢、溫度、海拔等條件。
經(jīng)標書審查會同意后,對專用部分的修改形成項目單位技術偏差表(見表7),放入專用部分中,隨
招標文件同時發(fā)出并視為有效,否則將視為無差異。
4. 對擴建工程,項目單位應在專用部分提出與原工程相適應的一次、二次及土建的接口要求。
5. 技術規(guī)范的頁面、標題、標準參數(shù)值等均為統(tǒng)一格式,不得隨意更改。
6. 投標人逐項響應技術規(guī)范專用部分中標準技術參數(shù)表、項目需求部分和投標人響應部分相應內(nèi)容。
填寫投標人響應部分,應嚴格按招標文件技術規(guī)范專用部分的“招標人要求值”一欄填寫相應的招標文
件投標人響應部分的表格。投標人填寫技術參數(shù)和性能要求響應表時,如有偏差,除填寫投標人技術偏

1 總則
1.1 一般規(guī)定
1.1.1 投標人應具備招標公告所要求的資質(zhì),具體資質(zhì)要求詳見招標文件的商務部分。
1.1.2 投標人須仔細閱讀包括本技術規(guī)范(通用部分和專用部分)在內(nèi)的招標文件闡述的全部條款。
投標人提供的交流金屬封閉開關設備(以下簡稱開關柜)應符合招標文件所規(guī)定的要求。
1.1.3 本技術規(guī)范提出了對開關柜的技術參數(shù)、性能、結(jié)構、試驗等方面的技術要求。
1.1.4 本招標文件提出的是最低限度的技術要求,并未對一切技術細節(jié)作出規(guī)定,也未充分引述有關
標準和規(guī)范的條文,投標人應提供符合本技術規(guī)范引用標準的最新版本和本招標文件技術要求的全新產(chǎn)
品,如果所引用的標準之間不一致或本招標文件所使用的標準如與投標人所執(zhí)行的標準不一致時,按要
求較高的標準執(zhí)行。
1.1.5 如果投標人沒有以書面形式對本技術規(guī)范的條文提出差異,則意味著投標人提供的設備完全符
合本招標文件的要求。如有與本招標文件要求不一致的地方,必須逐項在項目單位技術差異表(見表7)
中列出。
1.1.6 本技術規(guī)范將作為訂貨合同的附件,與合同具有同等的法律效力。本技術規(guī)范未盡事宜,由合
同簽約雙方在合同談判時協(xié)商確定。
1.1.7 本技術規(guī)范中涉及有關商務方面的內(nèi)容,如與招標文件的商務部分有矛盾時,以商務部分為準。
1.1.8 本技術規(guī)范中通用部分各條款如與技術規(guī)范專用部分有沖突,以專用部分為準。
1.2 投標人應提供的資格文件
投標人在投標文件中應提供下列有關資格文件,否則視為非響應性投標。
1.2.1 投標人或制造商投標產(chǎn)品的銷售記錄(按技術規(guī)范專用部分投標產(chǎn)品的銷售及運行業(yè)績表提供)
及相應的最終用戶的使用情況證明。
1.2.2 投標人或制造商應提供權威機關頒發(fā)的ISO 9000系列的認證書或等同的質(zhì)量保證體系認證證書。
1.2.3 投標人或制造商應提供履行合同所需的技術和主要設備等生產(chǎn)能力的文件資料。
1.2.4 投標人或制造商應提供履行合同設備維護保養(yǎng)、修理及其他服務義務的文件。
1.2.5 投標人或制造商應提供投標設備產(chǎn)品全部有效的型式試驗報告。
1.2.6 投標人或制造商應提供一份詳細的投標產(chǎn)品中重要外購或配套部件供應商清單及檢驗報告。
1.2.7 投標人或制造商應提供投標產(chǎn)品中進口關鍵元件供應商的供貨承諾函。
1.2.8 投標人或制造商應提供投標產(chǎn)品中組部件的供應商及原產(chǎn)地(按技術規(guī)范專用部分3.4的格式提供)。
